Mr. B.H.J. (Ruben) Roes (born 1976) is the Chief Registrar of Kadaster, the independent administrative body responsible for the Land Registry and Public Registers in the Netherlands. He studied Dutch law and Notarial law at Radboud University Nijmegen and began his career as a junior civil-law notary at (then) Nysingh Dijkstra de Graaff in Apeldoorn before joining the Land Registry as a registrar, specializing in apartment rights, the registers for shipping and aviation, and the registration of public encumbrances and governmental decisions. Since 2016, Ruben has served as Chief Registrar at the Land Registry, where he was functionally responsible for the complete renewal of the organisation, including new IT functionality and data migration efforts completed in 2018. Following Kadaster's assumption of responsibility for the land registries on the BES islands in 2021, he was also appointed registrar for Bonaire, Statia, and Saba, overseeing document registration, cadastral records, and public information services. Ruben lectures at the Grotius Academy and teaches annually at the University of Groningen, contributes to multiple notarial publications, and served as a pre-advisor for the notarial profession regarding the Environmental Act (Omgevingswet) in 2023.
